Dr Katharina Gassner has been World Bank staff since 2006, joining the global development institution after several years in private consulting in the UK. Since 2015, she has held the position of Senior Energy Economist in the Eastern Europe and Central Asia (ECA) Region, working out of the World Bank Vienna office in Austria. She is coordinating the activities of the World Bank energy and extractives team in Serbia and is leading lending and technical assistance projects in the areas of energy efficiency, district heating, and decarbonization of the energy sector. 
During her career at the World Bank, Ms Gassner has been part of projects in Sub-Saharan Africa, Central Asia, the Middle East and North Africa, South Asia, East Asia and the Pacific Islands, often focusing on areas of sector reform and regulation (including the setting up of regulatory institutions), as well as the entry of private sector actors in service delivery. During her time in in the ECA region, she has led projects related to the financial stabilization of utilities in the gas and electricity sectors, tariff reform and its impact on vulnerable households, modernization of district heating networks, energy efficiency retrofits and seismic stabilization of public buildings, as well as the introduction of clean and efficient heating stoves to reduce air pollution.
Ms Gassner holds a BSc and MSc in Economics from the University of Lausanne in Switzerland, a MSc in Politics of the World Economy from the London School of Economics, and a PhD in Regulatory Economics from the same institution. She is fluent in English, German and French.
